Astana, Apr 15 (EFE).- Kazakhstan<\/strong> on Monday approved a law that protects women<\/strong> from domestic violence<\/strong> following high-profile cases of male abuse, joining other Central Asian countries in toughening penalties with prison terms for offenders.<\/p>\n

The President of the Central Asian republic, Kassym-Jomart Tokayev<\/strong>, enacted the law amid the high-profile<\/strong> trial of a former minister who brutally killed his wife, a case watched by millions worldwide<\/strong>.<\/p>\n

The battle against domestic violence<\/strong> in Kazakhstan, a predominantly Muslim<\/strong> country with a strong patriarchal<\/strong> tradition, has a long history, but its effects have been barely noticeable until now.<\/p>\n

The “Saltanat Law”<\/strong><\/h2>\n

The issue<\/strong> came back into the public eye following the murder of Kazakh woman Saltanat Nukenova<\/strong> by her partner, former Kazakh minister Kuandik Bishimbayev<\/strong>, in November 2023.<\/p>\n

Following the crime, Kazakhs gathered over 150,000 signatures<\/strong>, demanding a tougher domestic<\/strong> violence law.<\/p>\n

Legislators<\/strong> also received more than 5,000 letters calling for better protection<\/strong> for women.<\/p>\n

Independent<\/strong> statistics indicate that more than 400 Kazakh women die annually<\/strong> at the hands of their partners, with only 40% of these cases reaching the courts.<\/p>\n

After the death of 31-year-old Saltanat, who was brutally beaten by her husband and died before medical<\/strong> help could arrive, two other femicides<\/strong> occurred in the capital, Astana, sparking public outrage.<\/p>\n

Additionally, stories emerged<\/strong> about three instances of police<\/strong> officers raping women.<\/p>\n

“Unfortunately, cases of violence<\/strong> have always existed. But they are resonating<\/strong> now, thanks to the advancement of information technology,” Kazakh lawmaker Sergey Ponomariov<\/strong> told EFE.<\/p><\/blockquote>\n

Between the old and the new<\/strong><\/h2>\n

Over half of Kazakh men<\/strong> surveyed in a UN-sponsored study believe they have the right<\/strong> to insult, humiliate, and intimidate women.<\/p>\n

In one of the largest cities in southern Kazakhstan, Shymkent<\/strong>, with nearly one million<\/strong> residents, one in two men finds it acceptable<\/strong> to use physical violence against women.<\/p>\n

Workplace harassment<\/strong> suffered by the majority of Kazakh women is another pressing<\/strong> issue reported in the study.<\/p>\n

“Today in Kazakhstan, there is a clash between the old and the new, a new vision of what the modern Kazakh woman should be,” activist Aiguerim Kusainkizi<\/strong> explains.<\/p><\/blockquote>\n

In her view, the more traditional<\/strong> part of society believes that granting more rights to women “contradicts traditional<\/strong> Kazakh values.”<\/p>\n

From simple arrest to jail<\/p>\n

The new law<\/strong>, which seeks to combat tolerance<\/strong> towards violence against women, will penalize<\/strong> assaults regardless of whether the harm to the victim is minor, moderate, or severe, where previously the maximum penalty was 15 days of arrest.<\/p>\n

The law stipulates three to eight years in prison<\/strong> for severe abuses; up to two years for moderate<\/strong> abuses; and up to 50 days of arrest or a monetary fine for minor offenses.<\/p>\n

Amendments<\/strong> to the legislation, endorsed by Tokayev<\/strong>, also introduce criminal responsibility<\/strong> for sexual harassment of minors under 16 and toughen the punishment for “bride kidnapping,” a Central Asian tradition that allows the groom to abduct his future wife before the wedding<\/strong> night.<\/p>\n

Furthermore, the new rule introduces life imprisonment<\/strong> for crimes of pedophilia<\/strong>.<\/p>\n

Activists believe the new law will allow Kazakh society to reopen<\/strong> the debate on women’s<\/strong> roles and adopt new traditions more in tune with contemporary<\/strong> times. EFE<\/p>\n
