Chihuahua City<\/strong>, the capital of the northern Mexican state of the same name, has become a reference point for exports<\/strong>, thanks to the arrival of major multinational<\/strong> companies 50 years ago. It is now leveraging the nearshoring<\/strong> boom to develop talent and sophisticate its economy.<\/p>\n

While Mexico has lost 3.2% of its maquiladora<\/strong> jobs over the past seven months due to a slowdown in the U.S. economy, Chihuahua has maintained a positive trend<\/strong> anchored in the relocation of production chains, with export employment growing<\/strong> by 4.4% over the same period.<\/p>\n

Ren\u00e9 Espinoza Terrazas<\/strong>, president of Index Chihuahua<\/strong>, told EFE that the city’s success in attracting more export jobs lies in the unity of the industrial sector<\/strong>, as well as in the consolidation of talent<\/strong> and physical infrastructure<\/strong> to be attractive and improve the quality of life for its residents.<\/p>\n

\u201cThe industry brings great development<\/strong> for the workforce. You certify an operator, and they achieve that level, that development. Previously, the jobs were repetitive with no development, but now you can see people with certifications and a better standard of living<\/strong>,\u201d Espinoza said.<\/p><\/blockquote>\n

According to Espinoza, Chihuahua has become a hub for the aerospace industry<\/strong> with companies like Textron Aviation, BELL, Honeywell, EZ AIR-Embraer, and Bombardier<\/strong>, as well as major auto parts manufacturers, led by a plant that makes engines for the car company Ford<\/strong>.<\/p>\n

The 106 export maquiladora plants currently operating generate 93,000 jobs<\/strong> and, in 2023, sent exports worth $10 billion<\/strong>, mostly to the United States.<\/p>\n

Industrial diversification<\/h2>\n

Jos\u00e9 Luis Rodulfo Mercado<\/strong>, former director of the Maquiladora Association<\/strong>, said that in the 1960s, the city was primarily agro-industrial, livestock, and construction with Cementos de Chihuahua. The arrival of the maquiladora industry introduced a work culture that has persisted since then.<\/p>\n

\u201cAll that discipline, development, and culture have greatly contributed to the growth of the people<\/strong> and made us more attractive<\/strong> to the companies that interest us most as a city,\u201d Rodulfo pointed out.<\/p><\/blockquote>\n

Conrado Rol\u00f3n Hinojosa<\/strong>, a founding partner of the maquiladora group, explained that this export talent has been developing for 50 years<\/strong> since transnationals<\/strong> began operating in Mexico following the success in Ciudad Ju\u00e1rez with the National Border Program, which aimed to employ a wave of Mexicans returning from the U.S.<\/strong><\/p>\n

\u201cWe have five generations of industry workers<\/strong>; the local workforce has almost genetically developed the way to work for transnationals, giving it an advantage<\/strong> over any other city in the country,\u201d said the veteran of the maquiladora industry.<\/p><\/blockquote>\n

Located 380 kilometers (236 miles) from the U.S. border, the state expects the arrival of three more investments<\/strong> agreed upon during the Paris Air Show 2023 and has its sights set on companies in the electromobility<\/strong> sector, for which it already has talent graduating from its technical schools and universities.
