EFE\/Elvis Gonz\u00e1lez<\/em> <\/strong><\/p>\n<h3 data-start=\"1466\" data-end=\"1514\"><strong data-start=\"1466\" data-end=\"1514\">A Regional Approach to Disaster Preparedness<\/strong><\/h3>\n<p class=\"\" data-start=\"1516\" data-end=\"1705\">According to <strong data-start=\"1529\" data-end=\"1549\">Ana Mar\u00eda Ib\u00e1\u00f1ez<\/strong>, IDB Vice President for Sectors and Knowledge, <strong data-start=\"1597\" data-end=\"1644\">37 countries and more than 15 organizations<\/strong> have already signed the program\u2019s declaration of commitment.<\/p>\n<blockquote data-start=\"1707\" data-end=\"1905\">\n<p class=\"\" data-start=\"1709\" data-end=\"1905\">\u201c<strong data-start=\"1710\" data-end=\"1744\">A regional approach is crucial<\/strong> because acting together allows us to leverage economies of scale and lower the costs of addressing natural disasters through prevention,\u201d Ib\u00e1\u00f1ez told reporters.<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"1907\" data-end=\"2012\">The <strong data-start=\"1911\" data-end=\"1943\">Ready and Resilient Americas<\/strong> plan will run through <strong data-start=\"1966\" data-end=\"1974\">2030<\/strong>, structured around three key pillars:<\/p>\n<ul data-start=\"2013\" data-end=\"2176\">\n<li class=\"\" data-start=\"2013\" data-end=\"2076\">\n<p class=\"\" data-start=\"2015\" data-end=\"2076\"><strong data-start=\"2015\" data-end=\"2076\">Improving risk information and regional capacity-building<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"2077\" data-end=\"2132\">\n<p class=\"\" data-start=\"2079\" data-end=\"2132\"><strong data-start=\"2079\" data-end=\"2132\">Creating a coordination mechanism among countries<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"2133\" data-end=\"2176\">\n<p class=\"\" data-start=\"2135\" data-end=\"2176\"><strong data-start=\"2135\" data-end=\"2176\">Developing innovative financial tools<\/strong><\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2183\" data-end=\"2227\"><strong data-start=\"2183\" data-end=\"2227\">High Risk and Heavy Costs for the Region<\/strong><\/h3>\n<p class=\"\" data-start=\"2229\" data-end=\"2497\">Ib\u00e1\u00f1ez highlighted that <strong data-start=\"2253\" data-end=\"2288\">Latin America and the Caribbean<\/strong> is <strong data-start=\"2292\" data-end=\"2358\">the world\u2019s second most vulnerable region to natural disasters<\/strong>. In 2024 alone, the region faced <strong data-start=\"2392\" data-end=\"2411\">74 major events<\/strong>, affecting <strong data-start=\"2423\" data-end=\"2447\">seven million people<\/strong> and causing more than <strong data-start=\"2470\" data-end=\"2496\">$10 billion in damages<\/strong>.<\/p>\n<blockquote data-start=\"2499\" data-end=\"2662\">\n<p class=\"\" data-start=\"2501\" data-end=\"2662\">\u201cThese disasters disproportionately impact poor and vulnerable populations,\u201d she said. \u201c<strong data-start=\"2589\" data-end=\"2660\">Nearly 50% of the region\u2019s 200 million poor live in high-risk areas<\/strong>.\u201d<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"2664\" data-end=\"2921\">According to IDB data, <strong data-start=\"2687\" data-end=\"2701\">GDP growth<\/strong> can drop <strong data-start=\"2711\" data-end=\"2748\">between 2 and 4 percentage points<\/strong> in the year a disaster strikes. EFE\/Elvis Gonz\u00e1lez&lt;\/p&gt; \" data-medium-file=\"https:\/\/efecomunica.efe.com\/wp-content\/uploads\/2025\/03\/rss-efe29030f0a297bd59b22405017198d216bb08f92e5w-300x191.jpg\" data-large-file=\"https:\/\/efecomunica.efe.com\/wp-content\/uploads\/2025\/03\/rss-efe29030f0a297bd59b22405017198d216bb08f92e5w-1024x652.jpg\" \/><\/p>\n<h3 data-start=\"2928\" data-end=\"2978\"><strong data-start=\"2928\" data-end=\"2978\">Resilience Bonds and Private Sector Engagement<\/strong><\/h3>\n<p class=\"\" data-start=\"2980\" data-end=\"3140\">Among the most promising tools supported by the IDB are <strong data-start=\"3036\" data-end=\"3058\">\u201cresilience bonds\u201d<\/strong>, which will be piloted with <strong data-start=\"3087\" data-end=\"3112\">two countries by 2026<\/strong>, expanding to more by 2030.<\/p>\n<p class=\"\" data-start=\"3142\" data-end=\"3308\">The IDB will assist countries in designing these instruments by establishing <strong data-start=\"3219\" data-end=\"3244\">resilience indicators<\/strong> to access financial markets and attract <strong data-start=\"3285\" data-end=\"3307\">private investment<\/strong>.<\/p>\n<blockquote data-start=\"3310\" data-end=\"3439\">\n<p class=\"\" data-start=\"3312\" data-end=\"3439\">\u201c<strong data-start=\"3313\" data-end=\"3364\">It\u2019s a way to leverage private-sector resources<\/strong>, tied to countries achieving resilience-building goals,\u201d Ib\u00e1\u00f1ez explained.<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"3441\" data-end=\"3499\">The initiative also seeks to engage the private sector in:<\/p>\n<ul data-start=\"3500\" data-end=\"3648\">\n<li class=\"\" data-start=\"3500\" data-end=\"3541\">\n<p class=\"\" data-start=\"3502\" data-end=\"3541\"><strong data-start=\"3502\" data-end=\"3541\">Providing technological innovations<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"3542\" data-end=\"3593\">\n<p class=\"\" data-start=\"3544\" data-end=\"3593\"><strong data-start=\"3544\" data-end=\"3593\">Forming strategic public-private partnerships<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"3594\" data-end=\"3648\">\n<p class=\"\" data-start=\"3596\" data-end=\"3648\"><strong data-start=\"3596\" data-end=\"3632\">Co-designing financial solutions<\/strong> to reduce costs<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3655\" data-end=\"3690\"><strong data-start=\"3655\" data-end=\"3690\">Data-Driven Disaster Management<\/strong><\/h3>\n<p class=\"\" data-start=\"3692\" data-end=\"3822\"><strong data-start=\"3692\" data-end=\"3724\">Ready and Resilient Americas<\/strong> also emphasizes the importance of <strong data-start=\"3759\" data-end=\"3772\">risk data<\/strong> and <strong data-start=\"3777\" data-end=\"3797\">analytical tools<\/strong> for government planning.<\/p>\n<blockquote data-start=\"3824\" data-end=\"3969\">\n<p class=\"\" data-start=\"3826\" data-end=\"3969\">\u201c<strong data-start=\"3827\" data-end=\"3899\">When it comes to managing natural disasters, having data is critical<\/strong>\u2014data that allows governments to prioritize investments,\u201d said Ib\u00e1\u00f1ez.<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"3971\" data-end=\"4067\">The IDB noted that the new program is designed to <strong data-start=\"4021\" data-end=\"4052\">complement existing efforts<\/strong> in the region.<\/p>\n<p class=\"\" data-start=\"4069\" data-end=\"4366\">Founded in 1959, the IDB has applied a <strong data-start=\"4108\" data-end=\"4151\">\u201cproactive\u201d approach to risk management<\/strong> for decades.
