S\u00e3o Paulo, Sep 4 (EFE)<\/strong> \u2013 The executive director of the upcoming UN Climate Conference (COP30)<\/strong>, Brazilian Ana Toni<\/strong>, said Thursday that the event \u201cwill mark a turning point\u201d<\/strong> in the way climate finance<\/strong> is addressed worldwide.<\/p>\n

In a video address<\/strong> at the opening of the 3rd Latin American Green Economy Forum (FLEV)<\/strong>, organized by Agencia EFE<\/strong> in S\u00e3o Paulo, Toni stressed that for the first time, new financing mechanisms for decarbonization<\/strong> are being debated, including tools to reward ecosystem preservation<\/strong>.<\/p>\n

\n

\u201cClimate debate always centers on energy, and that makes sense because it accounts for more than 70% of emissions. But forests, oceans, and mangroves continue to be sidelined, and it\u2019s time to change that,\u201d<\/strong> she said.<\/p>\n<\/blockquote>\n

Beyond energy: forests and ecosystems<\/h2>\n

Toni emphasized that Brazil<\/strong>, whose electricity grid is already 90% renewable<\/strong>, wants to go beyond energy transition<\/strong> and place conservation at the heart of the green economy<\/strong>.<\/p>\n

She highlighted the Tropical Forests Forever Fund (TFFF)<\/strong>, a new economic mechanism created by Brazil that will be officially presented at COP30 in November<\/strong> in the Amazonian city of Bel\u00e9m<\/strong>.<\/p>\n

\n

\u201cThis is not a donations fund; it is a tool that will provide payment per hectare of preserved forest,\u201d<\/strong> Toni explained.<\/p>\n<\/blockquote>\n

The mechanism aims to recognize and reward ecosystem protectors. <\/strong>Those include\u00a0Indigenous peoples, rural communities, farmers, and private actors<\/strong> who conserve areas beyond what the law requires.<\/p>\n

\n

\u201cSo far there has been no economic instrument that guarantees the preservation of standing forests. The TFFF is an innovation that can change that,\u201d<\/strong> she said.<\/p>\n<\/blockquote>\n

A basket of economic instruments<\/p>\n

Alongside the forest fund, Brazil will propose a \u201cbasket of economic instruments\u201d<\/strong> at COP30. These will include payment for environmental services<\/strong> linked to mangroves<\/strong> and so-called \u201cblue carbon\u201d<\/strong> associated with marine ecosystems<\/strong>.<\/p>\n

This agenda, first discussed during Brazil\u2019s G20 presidency<\/strong>, will be consolidated at the climate conference as part of a strategy to accelerate the transition to a low-carbon economy<\/strong>.<\/p>\n

Inclusive dialogue for the green economy<\/h2>\n

In her remarks, Toni also called for broadening dialogue<\/strong> on the green economy<\/strong> to include local authorities, the private sector, and civil society<\/strong>.<\/p>\n

The FLEV<\/strong> is a forum for debate on energy transition<\/strong> and sustainable development<\/strong>.<\/p>\n
